Batas Militar, commonly known in its English translation as â€Å"Martial Law†. As stated in the 1973 Constitution of the Philippine Republic that the Prime Minister as the Commander-in-Chief may declare Martial Law under the same conditions, â€Å"in case of invasion, insurrection or rebellion, or imminent danger thereof, the public safety requires it. This proclamation also suspended the Writ of Habeas Corpus, this suspends the human rights of an accused person to be fight for what he believe is right in front of an authority, but instead his fate depends upon the attitude of the President towards him. On the first days of this proclamation, I believe the country responded well, because they also believe that the Philippines is sick, rebellion against the government has been in power in some rural places and communist armed forces are trying to invade the nation. But I also believed that the authority who is Ferdinand Marcos during that time exceeded to his limitations as t he head of state. During the Martial law, Marcos amended the constitution for several times and I believe he used this for his own good. Democracy has been ceased and no news opposing the Marcos administration can be seen in broadsheet and even in the broadcast media such as radio and television, they also put into closure those media stations that attack the wrong doings and failures of the Marcos administration. They put into prison those people whose only objective is to say what they think is right and what they think is best for the nation. Democracy and human rights has been violated during this time, not to mention the allegations of corruption and violation of its own constitution has been brought to President Marcos. I certainly believed that during the Martial Law era, not to mention the good things that this proclamation brought to us such as discipline, obedience and loyalty to the one who is in power. This proclamation of Martial law has been used by the authorities in such a way that the citizens of this nation will hate them, violating their own constitution, corrupting the money of the people, corrupting the rights of the citizens, corrupting the minds of the military whose prime objective is to defend the nation and not to hurt the citizens. Human Rights should not be sacrificed just to obtain a common goal. In order for us to move forward, we should set our goals and vision with due respect to the rights of the citizens and respect to our own constitution.

There are a President and a Faculty Treasurer for each faculty elected directly by students. 2. The University Union which is responsible for looking after the university needs. It consists of one member from each faculty in each committee. There is a head for each committee elected internally by the members of each Committee. 3. In each committee the three members are from three different Academic years. 4. The elections for the high board is required which is done within the student council itself. It consists of the Presidential Cabinet, six heads of the committees of the University Union and six faculty presidents from the Faculty Union. 5. The Student Council committees are as follows: a. Scientific & Technological Activities Committee holds workshops and lectures aiming at developing the scientific and technological abilities. b. Culture, Arts & Political Awareness Committee supports and organizes cultural and artistic activities seminars, conferences, exhibitions, debates and all forms of political activities. c. Planning & Resources Committee which is responsible for preparing the needed resources for the events. It also helps to plan and organize the events. d. Sports Committee supports and organizes training programs, tournaments and all forms of sportive activities. e. Trips & Social activities Committee organizes educational and entertainment trips. f. Public & Environmental Services strive to increase environmental awareness between students and organize events and activities. B. The Presidential Cabinet of the  Student Union manages the affairs of the Student Union and supervises its progress. It is tasked with: 1. Acting as chief representative and spokesperson of the Student Union. 2. Ensuring that all committees are functioning properly and fulfilling their duties. 3. Ensuring that the objectives of the Student Union are realized. 4. Calling at least two general meetings every semester, attended by all Student Union members including members of the Senate. 5. "Escape"- by Nina Cassian

Escape- by Nina Cassian Essay Escape is a poem addressing the age-old, yet somehow more modern, issue of unhappy and detrimental yet addictive relationships. The form, showing the effects of this relationship and her awakening from it, along with the dark, sometimes even morbid, diction and imagery make the poem a very personal and touching one; subsequently it also helps the reader relate to his own experience, thus proving to be very effective. The diction and the literary devices generally set the mood in Escape; the poem begins with two rather shocking contradictions in which Cassian compares his love to a prison ( these two not being commonly associated in our society) and proclaims that His words and looks were like padlocks. To a certain extent, this immediately shows her addiction to him, at that time either conscious or subconscious, as, although she claims that he locked me in, she herself could not, or did not want to open these padlocks. Moreover, I think that they covey a feeling of claustrophobia for the reader, thus persuading him to immediately notice how harmful this relationship was for the poet. The description of how she lost her senses, becoming blind and mute, makes us understand her helplessness, her entrapment as without those vital senses there was little she could do to escape. Everything around her is distorted, as she is unable to tell a curtain from a river (therefore the indoors and the outdoors) apart. As the poem progresses, her senses become increasingly deformed and she creates a morbid, almost frightening image for the reader, by declaring that she could not see the difference between a bracelet and a muzzle, conveying the idea of death as a muzzle is associated with guns. Nonetheless, the poet seems to also be having a feeling of longing at the same time, as she mentions the call of the pomegranate seed or that kind invitation of frogs into the sunset which are reminiscent of the Romanian countryside, considering that those are her native lands. The concluding line of the stanza highlights the overall effect this transformation has had on her as she lost a lot of friends; the caesura underlines that this is the direct result of everything she has mentioned throughout the stanza. The repetition running throughout the first stanza emphasizes the extent of her desperation and change, as she repeats the idea that she could no longer tell apart things. Nonetheless, the repetition of dead in dead hair and dead nails probably show how she herself felt inside, like she was growing into a lifeless corpse while she was still actually young. This description also lies in line with the metaphor of this love being like a prison as I think we are encouraged to see her as a convict as well. The use of threatening, frightening verbs such as invaded or covered again reveal her helplessness and how lonely and scared she must have felt at one point. The form of the poem helps reveal how much effort it took for Cassian to escape, as after delivering her feelings during the relationship and its effects, she then suddenly wakes up from her haunting nightmare in the second stanza. I think that she wants to stress this feeling of a nightmare by describing what she felt when she touched herself as always tend to check ourselves when waking up from a nightmare to see if we are whole. Unfortunately, in her case her nightmare was a reality, so she notices how her cheeks had become hollow to the touch/my hands uneven and the shock of seeing herself this way persuades her to have the strength to free herself from all those horrible things. Moreover, the form takes another important role in the second verse as the short lines illustrate the speed of her actions to rid herself of the harmful effects of this relationship, from cut(ting) off the dead nails until break(ing) the lock/ and run(ning) out. I feel like the increasingly short lines convey a sense of urgency, as the quick pace makes it seem like she is really breaking out of a prison, thus making her metaphor highly effective. The imagery Cassian uses, whereby she compares this love to a prison, runs throughout the second stanza, the poem ending with this metaphor just as it began. After she finally gains strength and willpower to break the lock she realises that There was no guard. I think that this short sentence highlights the ambivalence of her feelings, as on one hand she must have been relieved to be able to free herself so easily, while on the other hand she may have felt some disappointment, as she was probably expecting him to care, to not simply let her go. The repetition of No one in the last 5 lines highlights her loneliness and desperation as nobody was there on either sides, her lover not caring enough to ask her to stay or to raise the alarm and her friends not greet(ing) her or supporting her once she got out of the relationship. The use of Not a soul again brings into question the idea of death which is expressed in the first stanza; she was probably hoping that a soul, or somebody, would revive her from being so lifeless and full of dead things but unfortunately this soul is absent. The idea that she ends the poem with only No one is an extremely poignant conclusion, highlighting the peak of her lonesomeness, towards which the second stanza was building. In my opinion, this creates a heartbreaking mood, making us feel even more sympathy for the poet.

I didnt think so. These citizens who come to America benefit us in so ways; many of which we have never even began to consider. When our Hispanic friends enter the United States they bring with them a whole new culture. These contacts to Hispanic history teach us Spanish. I plan on getting a minor degree in Spanish when I go to college but at this rate I will know the language before I even graduate high school. Not only are we exposed to Spanish but also Hispanic foods. Where would the country, and especially Roanoke Rapids, be without Mexican food? Think people. Chimichangas are the fuels to our minds and they give the sewage companies business. All those clogged septic tanks. The food, which Hispanic Americans bring to this country, creates jobs and by the way this economy is going we are going to need as many jobs as possible. While we are speaking of jobs, let us address the role of Hispanics in the workplace. The entire reason that they cross the border is to pursue a better life. So let them. Allow these border hoppers to take your job or even give them a job. If you own a farm, migrant workers are the new slaves. They are cheap laborers but be sure to buy them as soon as you seem them because they will be gone in a split second. Even if they cannot become a farmhand they can have our jobs. If all of our jobs are taken then we can all sit at home for the rest of our lives, be placed on welfare or unemployment, smoke the tobacco that they plucked for our cigarettes, and live off of the corn that was picked last month from Farmer Joes field. Doesnt that sound like an amazing life? They can even do our handy work. If you need a new coffee table do not go to Sears and spend $50 on a new table let the Hispanic man across the street build you one; hell do if for free. Even if you havent cleaned your house in five months, ask the Hispanic lady who lives on the corner to clean it. She wont charge a fee either. As long as you do not inform the government about the illegal status of your  Hispanic neighbors they will perform any household task that you ask for them to do. It is by far the fairest exchange that happens in the United States. Another exchange happens on every street corner in the part of town you are scared to visit. These immigrants deal the drugs that our young adults would be dealing. Let them sell the drugs instead of our youth, this keeps the American children innocent of drug dealing matters. With our kids getting arrested in fifth grade for bringing marijuana to school, we need some other culture to take over. The charges for dealing drugs are much higher than what we would receive for taking the drugs. Smuggling has always been seen as a problem, but why? They are bringing more drugs for us to use. Without Hispanic drug smugglers the drug count in the United States would be half as small. Consent to their American livelihoods so that our children are safe, from being arrested. Let us look at the other silly laws that are broken by the illegals. Many of our migrants choose to acquire fake Social Security cards. These cards will permit them to receive the same benefits that we are allotted to when we retire. Hey, if we live at home on welfare for the rest of our lives they can receive the Social Security that will deplete in a few years anyway. Their increasing number will probably cause it to drain much sooner at any rate. Driving without a license is also a problem many conservative Americans face with immigration. I cannot see why. The immigrants are so careful not to wreck because they cant be seen without a green card or they will get deported. So naturally, they would be some of the safest drivers in the US of A. Get close to their bumpers and trail behind them. But dont follow them into the bad part of town; you might get confused for a dealer. The presence of these immigrants and their drugs will benefit the government officials. Many more police jobs will be created in order to keep up with the constantly growing migrant number. Police will patrol nightly searching for Hispanic people who are jumping fences; this is considered to be a sign of a true border crosser. Many Americans should feel safer because there will be nightly patrols and true criminals would be caught in the process. By this point I hope you understand how important Hispanic immigrants are to our American existence. We rely on them for much more than you realize. They also save us from many hassles. Soon police will begin to over look all immigrants and so should you. Allow them to take our jobs, plow our fields, sell our drugs, and even deplete our Social Security. The country will be nothing but immigrants and the few true born Americans that are left standing will become the minority. These Hispanic crossers will make Americans feel much safer. Our real criminals are caught and our children are saved from dealing drugs. All this is caused by a few Mexican men who decided to try to cross the America-Mexico border. Their success allowed many other Hispanics to flee to the United States in order to save Americans from ourselves. Godlessness And Ethics God Is Dead Philosophy Essay Simon Blackburns Ethics, A Very Short Introduction identifies seven threats to the field of philosophical inquiry know as Ethics. First among these threats is the death of God. What is meant by this term is that for a considerable portion of human history, the question of what was considered ethical or moral was answered by turning to religious scripture. It follows then, that for those who turn to God or the gods for answers to dilemmas of an ethical nature, the death of such an entity would present a most vexing problem. Without this divine keystone, the entire arch of their morality would crumble under the compounding pressures of everyday life. But not for Blackburn, and certainly not for me. As it was mentioned previously, Blackburn placed the death of God as the first of seven threats to ethics. But to read beyond what a moron in a hurry would interpret as his true meaning reveals that the death of god was placed as the first threat to underscore the argument he makes that while superficially, godlessness may be seen as undermining ethics, in actuality it does much to act as a catalyst for a new beginning in the field of ethics. Blackburn sees the death of god as a positive thing, buttressing his claim by saying that Plato tells us that the ethical laws cannot be arbitrary whims of personalized gods. Â  Maybe instead we can make our own laws (Blackburn 16). Â   Blackburn proposes that humanity would be better served making our own ethics rather than following the booming edicts of a capricious, anthropomorphized, invisible sky-daddy. Thusly, it follows that Gods death is in fact cause for celebration and represents a false threat to ethical inquiry. However, this cele bration may have to be postponed, for if Gods death is the false threat, what then is the real one? The real threat that ethics face from this front is not Shivas wrath, Zeuss lightning or Yahwehs Judgment. Rather it comes from those who believe in the reality of the aforementioned. It was Voltaire who said it best, when he wrote that those who can make you believe absurdities, can make you commit atrocities. This threat, the threat religion poses to not only ethics, but humanity as a whole, is best defeated by claiming and defending the assertion that atheism offers a human basis of ethics and morality with greater potential to satisfy those who it was designed to serve, namely us. This position is not without precedent, and it was Socrates who first applied logic to the religious convictions of his fellow Greeks (particularly the ethical conviction that morals must be followed because it is what the religious figure commands) and showed them to be not only conceptually confused but built on a shifting foundation. While avoiding his fate, his footsteps are ones that many have followed. I would like to mention at this point that I am not merely making use of God of popular, modern, Western Judeo-Christian tradition (Though any religious references will most likely be to this conception of God, as it is most familiar to both author and audience). Rather, I mean to say that moral atheism offers a superior alternative to (among countless others) Jesus, Anubis, Baal, Izanami, Zeus, Vishnu, and Quetzalcoatl. As mentioned previously by Socrates, the rejection of divine command lies at the heart of moral atheism. Here I argue that following a command to behave ethically is not in itself ethical behavior, but rather obedience that results in a pantomime of true ethical behavior. Secular humanism in turn, offers a morality that is thought out, argued and reasoned. By having a moral basis in secular humanism, atheism possesses a distinct advantage. Â  This is because, this ethical base, standing as it is, outside whatever religion it happens to find itself near, can look at what is being commanded by divine authority in a way that allows it to more easily evaluate the command itself. This superiority then allows atheists the ability to look at the command, say perhaps, the arbitrary violence of Ezekiel 9:4-7 where the God of that religion commands his (as George Carlin once said, God must be a man, no woman could or would ever screw things up so badly) followers: Slay utterly old and young, both maids, and little children, and women: but come not near any man upon whom is the mark fill the courts with the slain: go ye forth. And they went forth, and slew in the city. Once the command is looked at, presumably with horror, it is the moral atheist who is more inclined to reject the actions as unethical because they have already been able to find the command immoral. I would like to draw to a close by offering a quick concession to the theists out there. Many of the worlds religions hold out the promise of redemption, the hope that if a human being has violated morality in such a way that no amends are possible, many of the worlds gods have the ability of mercy or forgiveness (often conflated, they are similar put not the same). This is something that atheism does not afford. The logical consequence of this is that an individual is forced to make choices with the knowledge that each and every single one of those choices is adding up to the only value they can ever hope to have in their life. To write this, does not, as the theist may assume, fill the author with a sense of crushing insignificance and nihilism. Rather, it is a great feeling of importance, the weight of each choice is not that of a burden. It is finding the human condition from the moral atheist position to be one were decency, morality and ethics arise without the expectation of p unishment or rewards. With one life to live, what choice do we as a species have but accept that and exult in it. God is dead. Long live us.

This reoccurring event has led many to believe that the four year football program puts GSL students at a disadvantage compared to other districts. A junior high school football program would not only increase the competitiveness of the students but also have more important consequences. As far as football goes, the GSL has become the laughing stock of the state. No team in the entire GSL has entered into the state tournament more than ten times. Shadle Park has only gone to the state tournament a few times in the school’s history. So why is the GSL performing so poorly in relation to the other school districts? The GSL students lack experience. The GSL has no football program for junior high students, while its competition, the Big 9, does. The majority of the GSL cannot play football until their first year of high school. The Big 9 districts fund and support junior high football programs in their schools. This gives the players of the Big 9 a two year advantage over the GSL schools. Players need more time to attain the knowledge and skills needed to play the complicated game of football. Learning the plays alone can take most of a player’s first season. Beginning this challenge in high school when competition is at an extreme can be very discouraging to new players. The GSL must start up a publicly ran junior high school football team so that it can regain its honor and enter its position as a strong competitor. Improving competitiveness is not the only advantage to beginning a football program two years earlier. Junior high is a time when many young people reach a crossroads between the innocence of elementary school and the complicated choices that come with the independence of high school. These are the years that young people begin making life changing choices in their search to identify who they are in this new world of leaving childhood behind. Many middle schoolers choose paths that do not lead to positive results. Some students during this time begin the illegal use of drugs and alcohol as well as other delinquent behaviors. Sports are a proven deterrent to these types of decisions. Studies reveal the number of athletes that become involved with drugs and alcohol is a significantly lower percentage than that of non-athletes.

Teen Suicide Teen suicide has been a continually growing problem over the years. Each year thousands of teens are attempting or completing suicide. Suicide is the third-leading cause of death for 15-24 year-olds, according to The Centers for Disease Control and Prevention (CDC). It is also the sixth leading cause of death for ages 5-14. The risk of suicides increase tremendously when there’s access to firearms at home. Nearly 60% of all suicides in the U. S. are committed with a gun. That is one of the reasons why they say you should keep them unloaded, locked and kept in a safe place away from children.Another increase in suicides is overdosing on over-the-counter drugs and prescriptions, and non-prescription drugs because it’s very easy for teens to have access to these. Suicide rates differ between boys and girls. Girls think about it twice as often as boys and tend to attempt suicide by overdosing or cutting themselves. Yet boys die by suicide about four times more than girls only because they use guns, hang themselves or jump from heights. When you’re a teen there are many possibilities but also a lot of stress and worry.There is pressure to fit in, perform academically and to just be a responsible teen. Which cause many teens to break and want to give up and end their life. Teens with mental disorders such as anxiety, bipolar disorder or insomnia are at a higher risk of suicidal thoughts. As well as teens with major life changes such as parents divorcing, moving, financial changes, or just conflict with a parent and those who are victims of bullying are at a even greater risk of suicidal thoughts. Bullying can cause someone to have suicidal thoughts, attempt or commit suicide.That’s why you should think about what is going on in someone elses life before you pick on them because that one comment from you could cause them to end their life. Some warning signs to know if a teen is thinking about suicide might be them giving hints that they might not want to be around anymore, pulling away from family and friends, losing interest in school or sports, grades dropping, and changes in eating and sleeping habits. These are all possible signs that they may be struggling and thinking about suicide.One thing you should NOT do is think that they’re just saying they want to kill themselves â€Å"for attention†. That will make them not want to confide to you or anyone, and could lead them to actually attempt suicide. If you’re a parent and feel you can’t handle it contact your doctor and have them refer you to psychiatrist. If you’re a friend be there for that person and show them that you care and want them here and then ask them to call their doctor and get help or call (888) SUICIDE. Review of the Child Protective Services Investigation Process Essay In the beginning of 2004, the tragic death of a young boy in San Antonio, TX raised concerns about Texas Department of Protective and Regulatory Services (TDPRS) procedures relating to the investigation of the child protective services (CPS) process, including responding to telephone reports and assessing the risk of maltreatment accurately. TDPRS is currently under investigation ordered by the Governor, Rick Perry. The Governor stated, there is enough evidence from various parts of the state to suggest that some of our most vulnerable children are not receiving the protection they need from abusive situations. The evidence leads me to believe we have a systemic breakdown in the safety net that must protect abused children (www.governor.state.tx.us July 1, 2004). This paper examines current procedures in the investigation process and provides recommendations for improvement related to several of the details and feature of the operations process. Reinventing government initiatives draw heavily on supply chain management, total quality management, business process reengineering, and just-in-time delivery concepts that fall under the Operations Management umbrella.(Chase, 2003). Because this review is narrowly focused on the CPS investigation process, there are several essential elements of child welfare services that are not addressed in this paper, including substitute care and permanency services. OVERVIEW OF FUNCTIONAL AREAS The overall goal of CPS is to protect the unprotected children from abuse and neglect. This report focuses on specific CPS functions and crosscutting themes. These functions are those that comprise the child protection response to allegations of abuse and neglect. Operational definitions described in this report include: * Screening and Intake the process by which CPS receives a referral and a report concerning allegations of child abuse or neglect, and decides whether or not to respond to the referral and report. * Investigation the process by which CPS determines whether child maltreatment has occurred or if a child is at risk of maltreatment, and the decisions and actions that are needed to ensure the childs safety. * Other CPS Response and Alternative Response a response to an allegation of abuse or neglect that assesses the needs of the child or family with or without requiring a determination that maltreatment has occurred or that the child is at risk of maltreatment for the purpose of providing the family with services. For each function, there are several different features. The workflow of these functions is described in Table 1. SCREENING AND INTAKE Receiving community referrals, which includes those from mandated professional reporters and the population at large, is the gateway to CPS. Features of the intake procedures include the availability to receive reports, methods for documenting reports, and timeframes for accepting and forwarding a report. Intake is available 24-hours a day 7 days a week, and centralized in Austin, TX. Referred reports are generally categorized into two groups. In the first group, CPS caseworkers are dispatched immediately for children believed to be in imminent risk of harm. In the second group, investigations are usually initiated within 10 days. The policies indicate that a decision protocol for forwarding cases for investigation. The hotline workers conduct quality assurance (QA) reviews on each case and decision to forward a case to investigation is made with supervisor approval. In case of sexual abuse and serious abuse, the case must be notified to law enforcement. INVESTIGATION The investigation function addresses the process of determining whether a child has been maltreated or is likely to be maltreated, and if services are needed to ensure the child will not be harmed in the future. TDPRS implemented the use of risk and safety assessment (IRA) as tools to guide decision-making as to when and how to intervene to keep children safe in the immediate future and to reduce long-term risk. The result of IRA was included at case closure, during case planning at any major decision point, or whenever circumstances suggest a childs safety is at risk. Investigators usually check if the childs family has had a prior validated report of abuse or neglect. Investigators then visit and interview the family, including initiating face-to-face contact with the children, and begin collecting information about the alleged maltreatment incident. If an investigator, during the initial investigation, believes that a child has been maltreated and needs the court to protect the childs safety, the investigator must initiate judicial oversight of the case, which can be time-consuming and complicated. While the investigator is following the procedures involved in investigating the alleged maltreatment, he or she is also developing a tentative plan to address those conditions in the home that CPS believes contributed to the maltreatment of the child. This plan ultimately becomes the case plan that outlines treatment services for the child and the family. The plan described what actions are required of all the parties involved to correct the condition that caused the maltreatment. OTHER CPS RESPONSE AND ALTERNATIVE RESPONSE The overall goals of alternative response are to provide a response option to those families whose situations did not meet the mandate or criteria for CPS involvement, to serve low-risk or low-severity situations, or to improve family situations. This is to emphasize partnering the families with the community and creating a network for the family, protect children and assist parents to recognize and remedy conditions harmful to their children, provide preventive services before the need of CPS involvement is required, and prevent the family from potentially being re-referred. The causes of child abuse and neglect are complex, and a case plan can involve referrals to an array of individuals, including caseworkers from other units in the agency, private service providers such as mental health and counseling professionals, other public agencies such as housing and transportation services. CURRENT WORKFLOW Documenting business process flows visually not only helps in ISO and QS initiatives, but it is the first step toward continuous improvement. (Gould, L. 2000) A good way to start analyzing a process is with a diagram showing the basic elements of a process (Chase, 2003) Table 1 describes the overview of current workflow from the time the report of maltreatment was reported to CPS until the completion of the investigation. Table 1 UNDERLYING PROBLEMS Because child protection is a critical service and because of the seriousness consequences of errors, CPS must seek to insure the quality, timeliness, and accuracy of the process both through detailed specifications (laws, regulations, and policy) and thorough supervisory oversight. However, the process must be balanced with systems that give workers and supervisors sufficient flexibility to apply sound professional judgment. Increases in the number of maltreatment cases, the changing nature of family problems, and long-standing systemic weaknesses have placed the CPS system in a state of crisis and undermined its ability to fully carry out the responsibilities for abused and neglected children. First, child maltreatment reports have risen steadily across the state. The caseloads of CPS have grown correspondingly, and CPS cannot keep pace with this workload. Second, these caseloads are increasingly composed of families whose problems have grown more troubling and complicated, with substance abuse a common and pervasive condition. Finally, systemic weaknesses, such as difficulty maintaining professional and skilled workforce, inconsistently implementing policies and procedures, and poor working relationships with outside resources has created a long-standing problems. The combined effect of difficult caseloads and systemic weaknesses may endanger the lives of children coming to the attention of CPS. In CPS, the staff sometimes deal with life-and-death issues, the knowledge of and consistent application of appropriate policies and procedures are critical. However, CPS staff is unable to consistently apply existing policies such as inadequate safety assessment. This is because policies change frequently, no procedures manual exists, and information is inconsistently distributed to all staff. By necessity, CPS should work efficiently and effectively with outside resources to protect children. However, the outside resources, like CPS, also face problems associated with the large volume of increasingly complex cases, budget cuts, and Medicaid reform. Unnecessary time spent to transfer or refer cases diverts the investigator from performing investigative activities on other open cases and create congestion in workflow. COMPARE AND CONTRAST WITH OTHER PRACTICE In 1994, Missouri developed a new strategy to handle the overwhelming number of reports coming into its CPS system. Missouri recognized that state government, acting alone, had neither the resources nor the local community, neighborhood, or family base to effectively alter the cycle of abuse and neglect. The agency and local CPS offices have turned to the broader community of churches, schools, mental health providers, and others to expand their reach. By developing partnerships with these community groups, CPS is able to quickly increase the number of people available to serve children and their families, without increasing CPS staffing levels. The model in this state is also based on the premise that not all CPS cases require the same traditional approach. Instead, the models incorporate a flexible response, whereby CPS cases can be grouped according to the nature of the allegation, recognizing that different types of allegations required different responses. RECOMMENDATIONS Build Community Partnership Different types of maltreatment require dramatically different prevention and treatment strategies. It is critical for CPS to form partnerships between CPS and community service providers. This will allow the cases to be referred and transferred more smoothly and in a timely manner. However, ultimate success will depend on the CPS staffs ability to overcome certain challenges, such as developing willingness within the community to become more active in protecting children from maltreatment and to adapt to new roles and responsibilities. The burden to improve the ways CPS responds to children at risk of abuse and neglect falls on state and local governments. When a process is operating at capacity, the only way to take on more work without increasing the waiting time is add more capacity (Chase, 2003) CPS management must recognize that the traditional approaches to child protection cannot keep pace with the demand for services. CPS needs to reach out to communities to establish partnerships among service providers, as well as our citizens. Furthermore, the CPS management team must look at the entire workflow of the operations process and recognize long-standing systemic problems.
